Quality vs file size, in one paragraph
Resizing shrinks the pixel dimensions; the quality slider controls how hard the JPEG encoder squeezes what's left. 85% is visually indistinguishable from 100% for photos and typically a third of the size. Below ~70% you start seeing softness around text and edges. If in doubt: 85%, and let the pixel dimensions do the heavy lifting.
Resizing vs compressing
They're related but different. Resizing reduces the pixel dimensions — 4000×3000 becomes 1600×1200. Compressing keeps the dimensions and lowers quality. This tool does both at once (resize + quality slider), which is why a 4 MB phone photo becomes a 300 KB email-ready JPG.
